usan Herbst is Executive Vice Chancellor and Chief Academic Officer for the University System of Georgia, and Professor of Public Policy at Georgia Tech. Her research focuses on public opinion, mass media, and the nature of the policy-making process in the United States. Herbst’s current work focuses on the nature civility in contemporary American politics.
Before moving to Atlanta, she was Professor and Chair of the Department of Political Science at Northwestern University. She became Dean of Liberal Arts at Temple University, then Provost at The University of Albany/SUNY. She served as Acting President at Albany from 2006-2007. Professor Herbst is editor of a book series on American politics, public opinion, and political behavior with the University of Chicago Press.
As Executive Vice Chancellor and Chief Academic Officer for the University System of Georgia, she oversees all academic programs for Georgia’s 35 public colleges and universities. The University System of Georgia has over 300,000 students, more than 40,000 faculty and staff, and a budget of over $6 billion. In addition to oversight of academic matters for all institutions, the presidents of Georgia’s 15 comprehensive universities report to her, as well as the Skidaway Institute for Oceanography, the USG Information Technology division, the Educator Preparation and Innovation division, and the Center for Health Workforce Planning and Analysis, among other academic areas.
Dr. Herbst earned her bachelor's degree with honors in Political Science from Duke University, Durham, N.C., and a doctorate in Communication Theory and Research from the Annenberg School of Communication at the University of Southern California. She pursued additional professional education at Harvard University's Institute for Educational Management, as well as advanced studies in statistics at the University of Michigan, Ann Arbor.
